Florida requires a Saltwater Fishing License for most saltwater fishing activities. The state revenue funds conservation, enforcement, and artificial reef construction — all of which makes Gulf fishing better. Here's everything you need to know.
Who Needs a License?
You need a Florida saltwater fishing license if you are 16 years or older and you are:
- Fishing from your own boat
- Fishing from the beach (surf fishing)
- Fishing from the bank / shore (non-pier)
- Fishing from a private pier or dock that isn't commercially licensed
- Wading
- Spearfishing or cast-netting baitfish
Who Doesn't Need a License
- Anyone under 16
- Florida residents 65+ (with proof of age and residency)
- Anyone fishing on Pier 60 (Clearwater Beach) or any other licensed public pier — the pier's blanket license covers you
- Anyone fishing from a licensed charter or for-hire vessel (the charter's license covers all paying passengers)
- Anyone fishing on a Free Saltwater Fishing Day (typically 4 days per year — check FWC calendar)

Penalties for Fishing Without a License
- First offense: $50–$100 fine + the cost of the license you should've bought
- Repeat offenses: fines up to $500 + possible loss of future fishing privileges
- Fishing illegally while keeping undersized or out-of-season fish multiplies the penalties significantly
